Delhi-NCR Enforces GRAP Stage-I as Air Quality Dips to “Poor” Category

According to forecasts by the India Meteorological Department (India Meteorological Department) and the Indian Institute of Tropical Meteorology (Indian Institute of Tropical Meteorology), air quality is expected to remain in the same range over the coming days, prompting preventive enforcement measures.

The CAQM stated that all Stage-I GRAP actions will be implemented immediately across the region and closely monitored by concerned agencies to prevent further deterioration in air quality levels. Authorities have also been instructed to intensify enforcement and ensure strict compliance, while citizens are urged to follow the Stage-I citizen charter.

Key Measures Under GRAP Stage-I in Delhi-NCR

Stage-I of GRAP focuses on controlling emissions at the source, particularly dust, vehicular pollution, and industrial emissions. The following restrictions and advisories are now in force across the NCR:

Construction and demolition activities must strictly follow dust control norms, and projects larger than 500 square metres are required to maintain an approved dust management plan.

Open burning of garbage, leaves, and other waste is completely prohibited across all areas.

Use of coal and firewood in roadside eateries and commercial kitchens is banned, with only cleaner fuels such as electricity or gas permitted.

Diesel generator sets are restricted, except for essential and emergency use.

Visibly polluting vehicles may be fined or impounded by enforcement agencies.

Traffic police will be deployed at key intersections, and drivers are advised to switch off engines at red lights to reduce emissions.

Older vehicles remain restricted, with diesel vehicles over 10 years and petrol vehicles over 15 years banned in Delhi.

Firecrackers remain completely prohibited across NCR, including production, sale, and storage, until January 1, 2025.

Polluting industries and thermal power plants located within 300 km of Delhi are subject to strict enforcement action.

Public Advisory and Reporting Mechanisms

Residents are encouraged to reduce vehicle use, prefer cleaner transport options such as electric or hybrid vehicles, and avoid unnecessary idling at signals.

Pollution-related complaints can be reported through the Green Delhi App, the SAMEER App, or by calling 311 for municipal assistance.

The enforcement of GRAP Stage-I highlights ongoing efforts to curb rising pollution levels in Delhi-NCR as authorities attempt to stabilize deteriorating air quality conditions in the region.
