Dealt drugs from city flat, Perth Sheriff Court hears

A man who used his Perth flat as a drug den - and also attacked his ex-partner - was jailed for a total of 19 months at the sheriff court.

The court heard that police raided 31-year-old Hassan Muwanga’s home on two separate occasions and although only “minimal amounts” of cannabis were recovered, officers also seized three mobile phones.

When they were examined, they revealed drug-related messages from dozens of people.

The accused, a call centre customer sales adviser, of Potterhill, was given 14 months behind bars after he admitted being concerned in the supply of the class B drug between February 8, 2017, and May 1, 2018.

Depute fiscal Michael Sweeney said a search warrant was obtained for the premises on July 31, 2017, and nine snap bags, containing a “herbal mixture,” were found.

The value of the substance, later verified as cannabis, was around £90. The two phones contained messages from “14 named individuals and 14 other numbers - all related to drug dealing.”

A second search warrant was executed on April 19, 2018.

“Police attended and they encountered an individual on the fourth floor landing,” added the fiscal.

“He said he had just purchased two small bags of cannabis from the locus.”

A search of the flat revealed snap bags in the living room, as well as drugs paraphernalia including grinders, along with £88 worth of cannabis.

Mr Sweeney said: “However, another mobile phone was recovered and once again there were numerous text messages relating to cannabis, albeit not as many as before.”

Muwanga was also given a further four-month consecutive sentence at the court after he admitted assaulting his former partner in a house in Perth’s Tweedsmuir Road on December 18, 2017.

The court was told he seized her by the hair and pushed her against a wall before shoving her to the ground and punching her on the head, to her injury.

They had been in an on-off relationship for five years but had split up some months before the domestic incident.

She suffered a “burst lip” as a result of the assault.

An additional one month behind bars was also imposed after he was caught with 0.3 grammes of the class A drug cocaine, worth £30, at Perth Police HQ on August 2, 2018.

Muwanga was subject to a May 9, 2018, bail order from the Perth court at the time.

Solicitor Paul Ralph pointed out: “There was never any large amount of cannabis recovered.

“It’s fairly low level activity but it can’t be overlooked.”

Imposing the jail term, Sheriff Lindsay Foulis pointed out that the drug dealing had covered a 15-month period and two police searches had been carried out.

He also ordered the phones, a wallet containing £80 and two grinders to be forfeited.
