Daniel Levy sets out Tottenham's transfer strategy and what Jose Mourinho will have to spend

Daniel Levy has set out his transfer strategy on Spurs' spending ahead of the January transfer window.

The Spurs chief has been criticised in the past for not spending enough money on transfers to allow the club to compete with the top clubs in the Premier League.

From January 2018 to this season's summer transfer window, the club did not buy a single player, with then manager Mauricio Pochettino unable to bring any new blood into the squad.

And despite replacing Pochettino with Jose Mourinho, a manager renowned for his large outlays in the transfer window, Levy insists that nothing has changed and that they will have to compete with other clubs who continue to spend more than them.

"The problem is it is also about squad size, English versus non-English, because we have the homegrown rule in the Premier League," Levy told the Evening Standard .

"There are lots of circumstances why sometimes you don't do a transaction. It wasn't a case that we didn't have money. We have to get rid of this obsession in England of spending money. It just doesn't happen overseas.

"There is an amount we have allocated to spend each year in terms of net investment in the team. If you compare us to certain other clubs, they will have more money to spend. It doesn’t frighten us."
