Damien Duff has described his latest Shels addition Jack Moylan as "the most exciting player in the First Division last season".
Duff has swooped for attacking midfielder Moylan, 20, who was recently on loan at Wexford from Bohemians and scored seven goals in 14 appearances.
"We think we can take his game to another level," said Duff.
"He is young, driven and has lots of quality – so he fits perfectly into the environment we are trying to create."
Dubliner Moylan said: "Deep down, I knew straight away I wanted to come. It’s a huge club with brilliant people involved so I’m delighted to be here.”
Sligo Rovers have re-signed young midfielder Niall Morahan on a two-year contract.
The 21-year-old, who was the club's Player of the Year in 2020, has already played over 75 times for the first team.
“It was a bittersweet season in a way," said Morahan of a campaign that saw the Bit O'Red start strongly and in the end fought successfully for European football next summer.
"We achieved our aim as was set out at the start of the season but at the same time I think we left some things behind.
"We all feel we can build on this position and get to the next level so it’s just about working hard to get there.”
In the First Division, Darragh Crowley, Josh Honohan and Uniss Kargbo have all signed new contracts with Cork City.
Meanwhile, Shels have also announced the appointment of New York based business executive Chris Farrell to the board of directors.
Farrell is global head of mergers and acquisitions at Ahold Delhaize, a Dutch listed multinational with a market capitalization of approximately €31 billion and revenue in 2020 of €75 billion.
