A woman has been charged with murder in NSW after the death of another woman, the lead up to which is being investigated by police as a critical incident.

Just after 7am on October 30, Hunter Valley police officers were called to a unit in Muswellbrook following a welfare concern report.

They spoke to a 52-year-old woman, before leaving the property shortly after.

Just before 7pm, police were called to a licensed club on the same street as the unit, following reports the woman they had spoken to was behaving in an erratic manner.

She was arrested and taken to Muswellbrook Police Station before being taken to two hospitals for assessment.

Ninety minutes later, emergency services were called to the unit again due to  concerns for another woman's welfare.

Police entered the property and found the body of a 60-year-old woman.

On Wednesday, the 52-year-old woman was taken to Waratah Police Station where she was charged with murder, stalking and destroying or damaging property.

She was refused bail and is expected to appear before Newcastle Local Court on Thursday.

A critical incident team from Port Stephens-Hunter Police District is investigating the circumstances surrounding the incident, which will be subject to an independent review.
