Waterford City south has the highest local Covid rate in Ireland with Monaghan towns faring the best with the virus.
In the 14 days up to November 1, the Waterford City south recorded 333 cases of the virus, with an incidence rate of 1481.6 cases per 100,000 people.
Due to it's population of just over 22,000, one in every 15 people in the LEA will have tested positive in the last fortnight.
The situation is just as bad in other parts of the Munster county.
Of the six LEA's, only Dungarvan has managed to keep its rate below 1,000 cases per 100,000 people.
Other data released by the HPSC shows that Waterford's 14-day incidence rate up to November 3 currently stands at 1259.3 cases per 100,000 people, the worst in the country, with Carlow, Longford and Kerry rounding out the top four.
But every other county is also struggling in parts - with only Monaghan having all of its LEAs below the national rate of 695.0 cases per 100,000 population.
Taoiseach Micheal Martin said on Thursday the government is 'concerned' about the rise in Covid cases and that the country would be in another lockdown had it not been for the vaccine.
However, things remain hush hush about how Ireland aims to tackle the growing number of cases.
When asked by reporters about the possibility of another lockdown, the Taoiseach said there is "little point of speculating".
On Thursday, public health officials were notified of a further 3,024 confirmed cases of Covid-19, with 458 people in hospital, 90 of whom are in ICU.
