The City of Melbourne will vote on whether to consider legal action against the state government over a proposed safe injecting room in the CBD.
Councillor Roshena Campbell has tabled a motion that the council objects to a room being set up in the city.
There is speculation that Flinders St could be the site of Melbourne's second injecting room, to follow the facility in North Richmond.
Cr Campbell said in her motion that having a facility in the city would "significantly hinder the recovery process" as Melbourne rallies from last year's COVID-19 lockdowns.
She also moved that the council "obtains legal advice and considers any available legal action to defend this objection".
Her motion will be voted on next Tuesday night.
In a separate motion also to be considered, City of Melbourne chief executive Justin Hanney has recommended the council continues to support an injecting room, provided it is located within a health service.
The location of the second room is subject to a consultation process being run by former police commissioner Ken Lay.
The supervised injecting centre at North Richmond, which opened in 2018, has been controversial due to its proximity to a school.
But Acting Premier James Merlino insists the North Richmond centre is saving lives and other initial problems have improved.
