Council tax freeze in Scottish Budget funding pledge

Town halls are being offered extra money to freeze council tax in the year ahead.

SNP finance chief Kate Forbes announced the £90 million incentive in today's Scottish budget statement, saying it's enough to make up for a 3% rise.

Forbes said: "In recognition of the increasing pressures on many family budgets, I am also providing local councils with £90 million on top of their settlement of £11.6 billion to freeze the council tax.

"This will ensure that while council tax bills won’t go up, there will be no impact on vital local services."

Forbes added: "Now is a time for stability, certainty and targeted support for the individuals and businesses who have been most impacted by the pandemic and our tax policy delivers this."

A council tax freeze used to be SNP policy across Scotland but local authorities were given freedom to lift the rate in recent years.

In other measures for tax payers, the non-domestic rates tax was marginally reduced which Forbes said amounts to a £120 million saving.

There will be no major changes to income tax. Instead, the starter, basic and higher rate threshold will rise with inflation.

First-time buyers were targeted through a promised £600 reduction in the LBTT property sales levy.
