Newcastle council says it will try to minimise disruption to residents and businesses when it starts the four-month demolition of its Mall Car Park on Monday.
The council is knocking down the seven-storey parking garage to make way for a "grand staircase" linking the harbour with Christ Church Cathedral.
The council remains in talks with Iris Capital, the company behind the surrounding EastEnd residential redevelopment, about incorporating the car park site into its plans.
Council governance director David Clarke said in a statement on Sunday that the demolition would produce machinery noise and frequent truck movements.
"It's exciting to see a first glimpse of the stunning view corridor that brings to life a long-held strategic vision of City of Newcastle and the NSW government to connect the city to the harbour by opening up the lines of sight," he said.
The council has closed part of the Hunter Street Mall for works on improving the "streetscape", stormwater pipes and underground communication lines.
