Could ICC hold Duterte accountable for Philippines’ war on drugs?

Philippine President Rodrigo Duterte’s so-called war on drugs is one of his most controversial policies.

His supporters say his tough stance delivers results, but international observers, including the United Nations, call it a brutal crackdown.

A preliminary report by the International Criminal Court’s (ICC) chief prosecutor found crimes against humanity may have been committed.

On Monday, the second last day of her term in office, Fatou Bensouda asked judges to authorise a full investigation.

But Duterte says he will not co-operate.

So what can the ICC achieve?
