Many local authorities are setting up new organisations (through joint ventures, mutual, co-operative or charitable status) within their communities and transferring their staff to these organisations to deliver the required services. The aim is to reduce the authority operating cost and encourage competition and local service delivery.
To support and implement the new service commissioning model, the authority would need to have:
• Visible and clear organisational structure, including line and managerial responsibility
• A consistent, up-to-date skill and knowledge database for all employees
• An accurate view on departmental and functional full-time equivalent for each department
• Full integration with the accounting system and up-to-date information regarding services cost
By reducing the back office services cost, authorities are able to offer better value for money services for their customers. Most authorities have major existing investment in their back office services for HR and payroll functions. This is usually based on a non-standard, departmental approach which would not provide a total picture of the authority resources in terms of knowledge, skills and service delivery cost.
It is also usually based on:
• Overstaffed and expensive HR and payroll function
• A lack of HR and payroll self-service facility for the employees
• A lack of manager self service capability
• Non-standard processes based on transaction rather than policy and compliance
• A lack of knowledge based database and access
• Non-standard forms for payroll and HR
About TCS ERP Transformation solution
The TCS ERP transformation solution is based on delivering centrally managed HR and payroll operations with standard procedures and processes that protect the authority's existing investment in the HR and payroll systems, whether it is based on Oracle, SAP or an off the shelf package. TCS uses a Framework Oriented Architecture (FOA) model that integrates the various components of the existing systems into a comprehensive self service and management information system, called DigiGOV. We implement the solution using our established and well-proven transformation methodology called rapid transformation methodology.
Integrating technology and people with a clear process change plan, TCS delivers HR internal shared services and single status for the authority. Some key features of the solution are:
Human Resource Management System (HRMS)
HRMS manages all HR functions encompassing the entire HR lifecycle of an employee – from recruitment to retirement – as a shared service across various council portfolios. HRMS is externally verified as secure. Some features of HRMS are:
• HR ESS and MSS business function available through the Internet
• HR shared service platform functionality to identify real-time financial implication as a result of sickness absences across the authority
• Ability to monitor regular performance with clearer visibility into employee productivity
• Mobile compatibility
Single Status
The IT solution would enable the authority to implement the 1997 National Joint Council (NJC) Single Status Agreement. The solution could enable the authority to:
• Assimilate current and new pay and grading structure
• Manage enquiries, utilising the shared service platform
• Generate letters, new terms and conditions, managing appointments, payments and more
• Obtain a single view of each employee

TCS' solution is based on providing a centrally-run HR, payroll system with standard procedures and processes, comprehensive MIS and employee self service based on the authority's existing HR and payroll systems. This protects the authority's existing investment in HR and payroll systems, whether it is SAP, Oracle or any off the shelf packages without any expensive transition cost to a new package.
TCS has delivered a centrally run HR and payroll system using the above approach for Cardiff city council, with savings of at least £900,000 per annum achieved. All the other business key performance indicators were achieved including creating a knowledge database, a staff self service facility for the and manager self service.
