Coalition short of environment law support

Environment Minister Sussan Ley has lashed Labor for opposing the reforms to approvals. (AAP)

The coalition government is still short of securing support for controversial environment reforms with parliament set to rise for an extended winter break.

The laws will put in place single-touch environmental approvals for activities such as mining and farming, allowing the federal government to devolve decision-making to the states and territories through agreements.

The government says the agreements will be underpinned by national environmental standards overseen by an Environment Assurance Commissioner.

Environment Minister Sussan Ley described crossbench negotiations as constructive but with parliament about to break until August, the reform push appears to be stalled.

"The conversations I've had with them have indicated yes there may be concerns and we're working through those," she told reporters in Canberra on Thursday.

"Instinctively I know they understand the importance of this legislation for the economy and for jobs."

Ms Ley used the government's failure to secure crossbench backing to attack Labor for opposing the bill.

Opposition Leader Anthony Albanese will next week take his shadow cabinet to Western Australia unless coronavirus border closures stop the trip.

"You cannot go over to the Pilbara and stand next to leading mining industries and say they matter and the jobs they provide matter and not support this legislation," Ms Ley said.

"So come on board now."

Labor's environment spokeswoman Terri Butler has accused the minister of wrongly claiming the opposition has an all or nothing approach to reform.
