City centre venue's bid to open until 2.30am hit with 'unbearable' noise warning

A Liverpool city centre venue’s bid to open until 2.30am every day of the week faces opposition from one neighbour who has labelled noise coming from the venue “unbearable”.

Duke Street’s PINS, which has proved popular since opening in 2020, is vying to push back its current permitted closing time of 2am from Thursday to Saturday and midnight the rest of the week.

However, the plan has drawn anger from a neighbour who says noise coming from the venue is sometimes so “horrendous” it causes their furniture to vibrate.

Liverpool Council’s licensing and gambling sub-committee will decide on the venue’s application to open later next Wednesday.

In an anonymised public submission to the council, the neighbour, who said they own a flat next door, called on councillor s to reject the plans unless the venue pays for sound proofing on a wall that borders their home.

They said: “I own the residential lease of the apartment of the property next door to PINS and the noise, particularly at the weekend, from music coming through the non-insulated party wall is unbearable.

“I have brought this to the notice of the owners of PINS, who as of today have not mitigated or minimised the noise by way of sound insulation or sound proofing. Neither has any form of acoustic survey as of yet been undertaken.

“The noise is a constant and repetitive booming (sometimes causing furniture and radiators to vibrate) from the music coming from PINS which permeates throughout the whole apartment.”

They said that they remained hopeful of further cooperation with the venue but pleaded with councillors to reject the proposals as they stand.

The objector said: “The horrendous level of noise is most noticeable from around 7pm to 1:40am Friday to Sunday. Sleep is impossible till gone 2am at weekends due also to the noise and loud chatter of people leaving the venue.

“I am hopeful that some mitigation may be forthcoming, but until actions have been undertaken by PINS in regard to sound proofing and insulation I respectfully request that no extension to the hours they are currently licensed for be allowed at this time.”

The plans would also extend the amount of time the bar’s rooftop area could stay open, though this would still be no later than 10.30pm on weekends and earlier during the week.

The sale of alcohol and the use of live or recorded music would stop at 2am.

No other objections to the plans have been received by the licensing and gambling sub-committee, with councillors set to make their decision on the plans next Wednesday.
