City centre shisha lounge could lose its licence after neighbours' complaints

A Liverpool bar could face losing its licence after council staff found loud music being played late into the night and staff allowing customers turn up the volume.

The owners of Vooo Lounge, on Mount Pleasant, will appear before the council's licensing and gambling sub-committee on Monday and could face a range of punishments after a series of complaints.

City centre councillors requested the licence review after neighbours of the premises reported extremely loud music being played as late as 2am.

Reports submitted to sub-committee members outline a range of concerns from local residents about the noise.

In his report, Ian Rushforth, from the council's environmental health team, said he visited the premises and found that the sound system was able to be turned up by customers via a phone in a covered shelter next to the main building.

He said: "The music was being played via a mobile phone which was strapped to a pillar in the public area, so that customers could go up to it and turn up the volume level on the music themselves (I observed this happening – the owner had turned the level down so he could talk to me, and a minute later one of the customers walked over and turned it back up again)."

Mr Rushforth also said he visited one of the affected homes in June and was convinced of the impact of the noise.

He said: "Indeed, on 18th June, I visited one of the apartments in the City Gate block in Oldham Street (where many of the complainants live), which has direct line-of-sight to the rear of VOOO Lounge. I arrived about 10:50pm and stayed for about 20 minutes.

"Music could be heard emanating from VOOO Lounge inside the apartment. On that occasion, the noise did not amount to a statutory nuisance which was actionable under the Environmental Protection Act 1990, and the noise level was turned down at 11pm.

"However, the fact that the music was audible from that position after 11pm is further evidence of a breach of the licensing conditions."

One resident who has also submitted comments to the committee said they had multiple videos of the noise problems, which they said started in May this year.

The resident said: "It has been so loud that it is usually heard over the TV or music in my apartment.

"The music is projected out from the courtyard towards the apartment block I have lived in for five years. I have taken several videos for evidence if ever needed to support the application for the prevention of public nuisance."

They suggested that the bar face limits on playing music in the courtyard area where the covered shelter is situated.

Vooo Lounge will have the chance to respond to the contents of the reports at the review meeting on Monday, September 6.
