Arsenal have completed the signing of England winger Chloe Kelly on a free transfer.
Kelly, who has signed a three-year deal, spent the second half of last season on loan from Manchester City, scoring two goals and providing five assists in 13 appearances.
The 27-year-old played in pivotal role in Arsenal winning the Women’s Champions League for the first time since 2007.
Kelly became a free agent at the start of this month after her contract with Manchester City expired, and she has decided to join Arsenal permanently.
The Lionesses star originally joined the Gunners academy when she was just 12 back in 2010, making 19 appearances for the club before leaving to join Everton in 2018.
Kelly has now returned to where her journey began, with a deal wrapped up before she and England kick off their Euro 2025 campaign against France on Saturday.
“Putting pen to paper on a permanent contract at Arsenal is a standout moment for me,” said Kelly.
“Learning from an incredible manager and continuing to build relationships with an excellent team is a journey I’m looking forward to continuing.
“I’m excited for more silverware at this special club and to bring more trophies back to North London to celebrate with our supporters. I’ve always said that Arsenal supporters are the best and to have them on my side, singing my name, means so much to me.”

Arsenal’s director of women’s football, Clare Wheatley, added: “We’re thrilled to keep Chloe at Arsenal.
“Chloe’s application, attitude and performances were outstanding throughout her loan spell last season and we are delighted to continue working together as we gear up for an exciting 2025/26 campaign.
“I know our supporters have been waiting patiently for this one and I’m sure they’ll join me in welcoming Chloe home to north London.”
Kelly had been attracting interest from other Women’s Super League clubs and teams in the USA, but her preference was always to stay with Arsenal.
The winger has flourished under head coach Renee Slegers, who has worked wonders since replacing Jonas Eidevall during the middle of last season.
“I’m delighted that we’ve been able to make Chloe a permanent signing for us,” said Slegers.
“She had a great impact for us and played an important role in what we achieved here last season, and I know she shares our ambition to compete for more.”
