Chelsea's FA Cup semi-final against Manchester City next month may be among the pilot events to trial the return of large crowds to venues in the United Kingdom.
The Blues are set to take on Pep Guardiola's side at Wembley on Saturday, April 17, and could now do so in front of 4,000 spectators as the government continues to plan for the easing of lockdown restrictions across the UK.
Culture Secretary Oliver Dowden has told BBC Sport that either the Blues' clash with Man City or Southampton's FA Cup semi-final against Leicester City will be played in front of a crowd.
The FA Cup final and the World Snooker Championship, which will take place in Sheffield next month, are also on the pilot event schedule.
"We want to get as many people back as safely as possible," said Dowden. "We want to make it as simple and convenient as possible for people. That's why we are conducting these pilots.
"The plan is to look at factors like one-way systems, ventilation within a stadium and how you interact in terms of getting to and from the venue."
He added: "The purpose of this is not so much the overall number, it is how they interact with each other. So it's the social distancing that they have from each other. It's the behavioural factors.
"We will be testing them before and after to look at spread and look how they behave in the stadium.
"We're not just chucking everyone into the stadiums, it is being done in a very controlled way and the purpose is to get the rules set can so it can be as safe as possible from the 21 June."
Since the United Kingdom first went into lockdown due to the Covid-19 pandemic in March 2020, only four Chelsea matches have been played in front of supporters.
The first was the pre-season clash with Brighton and Hove Albion in which 2,500 supporters were allowed inside the Amex Stadium. The second came in Russia when Chelsea took on Krasnodar in the Champions League.
Fans returned to Stamford Bridge in December with 2,000 watching the Blues' impressive victory over Leeds United and a further 2,000 in the stands for the return clash with Krasnodar, which ended 0-0.
