The two clubs have been in talks for a number of days, prompting Hato to be absent from Ajax's squad for the Como Cup final on Sunday due to the risk of injury ahead of a potential move to Stamford Bridge.
Hato is considered one of the best prospects in Europe, matching Chelsea's policy of signing young stars with bright futures, and has long been of interest to Arsenal.

The 19-year-old was also spotted watching a game at Anfield in January, prompting reports of a possible move to Liverpool. Milos Kerkez joined the Reds earlier this summer.
Chelsea are also in talks to sign Xavi Simons from RB Leipzig in another busy summer.
Liam Delap, Joao Pedro and Jamie Gittens have already been signed, while Estevao Willian, Kendry Paez, Dario Essugo and Mamadou Sarr joined the club this months on prevously agreed deals.
