Celtic and Rangers among clubs who fail to respond to strict liability question

Only three of the 42 SPFL clubs would be in favour of implementing strict liability to deal with unruly fans, according to a report.

A string of unsavoury incidents at stadiums across Scotland have once again raised the question of whether clubs should be held accountable for the behaviour of their supporters.

Partick Thistle, Queen of the South and Annan Athletic were the only three to support the measure following a BBC survey .

Potential punishments under the strict liability rule could include fines, points deductions and stadium closures.

In total 14 were against, 17 were unwilling to comment and eight dodged the question altogether.

Incidents have included missiles being thrown at players, managers and officials, supporters confronting players on the pitch, sectarian chanting and stadium vandalism.

High profile flashpoints involving Celtic, Rangers , Hearts and Hibs have made national headlines, but they are among number of clubs who have refused to take a confirmed stance on the issue.

Celtic , Rangers and Hearts did not respond to the survey while Hibs have said they would make no comment.

From the Premiership, only St Johnstone and Hamilton displayed outright opposition.

Aberdeen, Dundee, Motherwell and St Mirren joined Hibs in replying no comment while Kilmarnock and Livingston chose not to respond.
