As per a new policy by the Central Board of Secondary Education (CBSE), the UT education department has decided to form groups of government and private schools, called ‘hubs of learning’ (HoL), wherein each group will share resources and innovative practices, and hold joint activities for student and teacher learning.
Under the policy, four to six schools will be clubbed based on their proximity, and share resources including manpower, infrastructure, and teaching-learning material among themselves.
The CBSE circular, which was released in March, mentions that the schools in a hub will make annual pedagogical plans, transaction strategies, and learning outcomes. It also includes sharing of e-content and other digital resources.
The circular mandates that a hub meets frequently, at least once a month, and also keep a record of all activities undertaken jointly.At the time of school inspection for extension or upgrade, the board will also check the HoL records to ascertain the genuine efforts made by the schools for self-improvement.
However, the CBSE circular outlined that the board will not be funding the hubs in any form.
Roadmap
The circular says the board will identify member schools of each hub and assign it a unique number based on the state, district, and city code.
The board will nominate a school from each hub as lead collaborator school on the basis of its board results, pupil-teacher ratio and innovative practices.This school, in collaboration with the member schools, will take up all the activities listed by the board to improve the education ecosystem of the hub for a maximum period of two years. Thereafter, the member schools can nominate any other school from the hub to act as lead collaborator on a rotation basis.
The board has instructed all the schools to complete the entire process by July 2019.
UT education secretary BL Sharma said, “These hubs of learning will prove to be very useful as best practices among the schools will be shared. Collaborative learning will definitely help government schools.”
