Castlereagh Council building costs ratepayers nearly £240,000 despite being almost empty

Plans for a former Northern Ireland council headquarters that has seen only "limited" use since 2016 remain undecided, bosses admit.

Bradford Court, next to Forestside shopping centre in South Belfast, has been largely defunct since the former Castlereagh Borough Council merged with Lisburn City Council.

Now known as Lisburn and Castlereagh City Council, the local authority conducts its business at Lagan Valley Island in Lisburn.

The 20,400sq ft property, which cost £5.6 million to build, comprises a two-storey building, with a fitness area, shared IT server room, file storage, strong room, kitchen and shower facilities.

Externally the property provides private parking provisions for 69 cars. The site is also fully self-contained with security controlled access gates, security office at main entrance and perimeter lighting and electric car charging point.

The council said they currently use the building for storage, IT Infrastructure support, Registration Services, as an agile working hub and for Community Emergency Planning.

Meanwhile, a spokesperson for the Lisburn Castlereagh City Council said that a long-term tenant continues to lease office space.

It is understood, however, that under a council draft Estates Strategy options are currently being explored to address a range of estates issues including disposals, acquisitions and tenancies for LCCC estates.

Meanwhile, ratepayers have forked out £239,000 on maintenance and electricity costs in the last five years for the largely unoccupied building.

When asked what the LCCC was doing to recuperate the cost of the site, a spokesperson said council officials are continuing to pursue tenancies for the remaining space.

The council failed to disclose how much the current tenant is paying in rent, saying they were currently in negotiations in relation to a number of tenancies and that the information was "commercially sensitive".

"One long standing tenant continues to lease office space at Bradford Court," an LCCC spokesperson added.

"We are currently finalising agreements for a further two tenants to rent office accommodation.

"LCCC currently uses limited areas of Bradford Court as office hubs to support essential front line services."
