England's national lockdown is set to end on December 2, with the government saying areas will go back into a Tier system once lockdown is over.
Liverpool was in Tier 3 before lockdown, with the most restrictive measures in place prohibiting many activities.
But following the mass testing programme and falling cases in the city leaders are hoping that Liverpool may be placed in Tier 2 when the National Lockdown ends.
Tier 2 is still restrictive and people will still be unable to socialise indoors in private homes, but there would be more freedoms too.
Under Tier 2 people are able to socialise outdoors in groups of six, such as in a private garden or outside at a restaurant.
Bars and pubs would also be able to reopen, with people no longer having to order food to enjoy a pint.
Bookies and other places that were forced to close under Tier 3 measures would also be likely to reopen.

Rules on Travel in Tier 2
Travelling from a Tier 2 area to a Tier 1 area is permitted but you can only do this with people in your own household or support bubble, government guidance says.
You shouldn't travel to a Tier 3 area and should avoid staying overnight in a Tier 3 area if you live somewhere else.
People in Tier 2 can also travel within Tier 2 areas to hotels and other guest accommodation but the advice says "You should only do this in your household or support bubble".
People in Tier 2 are advised to avoid travelling by car with people outside of their household or social bubble, and to "not travel to different parts of the UK where their intended activities there would be prohibited by legislation passed by the relevant devolved administration".

Can I stay over at someone's house in Tier 2?
You cannot stay overnight somewhere if it means being inside with people outside your household or support bubble.
You can stay at a hotel or other guest accommodation but again only in your household or support bubble.
