Enes Unal, the highly-rated Bursaspor 18-year-old, is to undergo a medical at Manchester City on Friday, and is expected to move the Etihad for a fee believed to be £2m.
The forward is in Manchester to complete the fitness examination and is expected to meet club officials later in the day to announce the transfer, his agent, Batur Altiparmak, told the Guardian.
Unal, who has one senior cap for Turkey, has proved a prolific finisher at junior level. In 110 appearances for Bursaspor reserves he registered 182 goals. For the Turkey under-16 team he scored 24 times in 25 games and was subsequently moved up into the under-21 national side.
When he was 16 in 2003, Unal became the youngest player to score in the Turkish top flight, netting in a match against Galatasaray.
