When at the scene, officers found the office had been rummaged through and the safe had been broken into.
It is unclear if the burglar was able to make off with any money from the safe.
The Exchange Court building houses Royal Bank of Scotland on the ground floor and the upper floors are available to let out as office space.
It is believed the burglary took place in one of the let out spaces and not the bank.
Merseyside police has launched an investigation and are appealing for anyone with information to come forward.
