The Belgium international has recovered from the hamstring injury, which has kept him out of the final weeks of the campaign.
The playmaker resumed training this week, with Pep Guardiola deciding to include him in his squad for the clash at the Amex, where victory will guarantee them a second successive Premier League crown.
Riyad Mahrez starts his first game since the first leg of the Champions League quarter-final against Tottenham last month – his first Premier League game since April 3 against Cardiff.
But there is no place for Phil Foden, even on the bench.
Vincent Kompany has also been picked in the centre of defence ahead of John Stones.
Guardiola turned up on the south coast with his entire squad, including injured players, in preparation for title celebrations.
City go into the game one point ahead of Liverpool, knowing victory will secure the title.
Guardiola insists there will be no need for words of inspiration.
“I would say that I don’t have to say anything to motivate,” he said. “They want to win the Premier League.
“What I saw in the training sessions is that they want to win it. Knowing we can lose it.
“I am so happy. No nerves at all. I was nervous before Liverpool, seven points behind, and we could be 10 points behind.
“Not now, no way. I sleep like a little boy. It is a dream, a privilege. I love it. The whole of England will be watching, probably Europe.”
