2 charged with murder in 2014 fatal shooting in Little Village

Dec. 10--Authorities charged a man and a 17-year-old boy with first-degree murder after police say they fatally shot a man over a year ago in Chicago's Little Village neighborhood.

Jacob Morales, 18, and Jorge Ruiz, 17, were each charged with first-degree murder, according to authorities. A judge Thursday ordered Morales, of the 4100 block of West 25th Place, held in lieu of $1 million bond. Ruiz, 17, of the 2500 block of South Kedvale Avenue, was ordered held in lieu of $2 million bond.

Oscar Garcia, 18, died in the shooting Nov. 28, 2014, in the 3600 block of West 25th Street.

Morales and Ruiz were heading east on 25th Street near Central Park Avenue when they saw another man, Garcia, also eastbound on 25th behind them, prosecutors said. The two turned turned around and headed back west, then flashed a gang sign to try to elicit a response from Garcia, prosecutors said.

The two crossed the street, and Morales again flashed a gang sign, before Ruiz raised a handgun and shot Garcia, prosecutors said.

Garcia, of the 2800 block of South Millard Avenue, was pronounced dead at 1:40 a.m. on the scene, according to the Cook County medical examiner's office.

Prosecutors said surveillance video shows Ruiz and Morales in the area, but their public defender said it's not clear from the video that Ruiz was the shooter.

Ruiz and Morales both admitted their role in the killing to a witness, whom prosecutors did not name, and Ruiz made statements to police after he was read his Miranda rights, prosecutors said.

Their public defender noted that investigators never found the gun and there were no witnesses to the shooting.
