Feb. 17--Arguably the country's premiere fine-dining Mexican restaurant, Topolobampo and chef Rick Bayless deserve kudos not only for raising the bar on Mexican cuisine, but also for refusing to rest on their considerable laurels, constantly pushing the kitchen with scholarly theme menus, some of which impose restrictions that no sane chef would abide.
