A meeting between the PM and David Gauke planned for Monday was cancelled due to diary issues, according to sources.
A one on one meeting with the PM had been offered to former chancellor Philip Hammond, sources told PA, though he has reportedly declined it.
It came as the row over rebel MPs' bid to block a no-deal Brexit escalated after Michael Gove refused to say whether the government would accept laws passed by Parliament.
Boris Johnson also launched a war of words against would-be Tory Brexit rebels, warning they face a "fundamental choice" to side with him or Jeremy Corbyn.
