Liverpool's interest has been played down with Jurgen Klopp exploring other options and the chances of De Ligt moving to the Premier League now appear slim.
Barca have already agreed the signing of Frenkie de Jong and are set to bring in his countryman and teammate ahead of next season, reports Sky Sports.
Speaking after helping Ajax to the Eredivisie title, De Ligt admitted he had not made up his mind over his future.
"I don't know if I will go with Frenkie de Jong [to Barcelona]. I still have to analyse things and see everything. We'll see what happens.
"I cannot say anything. We'll see at the end of summer. There is nothing yet."

Barcelona have been in talks with De Ligt's agent Mino Raiola over a move to the Nou Camp.
It had been reported that the La Liga champions would refuse to increase their initial offer for the Dutchman but it appears an agreement is now in place.
Barca are now likely to switch their focus to Antoine Griezmann, who has confirmed he will leave Atletico Madrid this summer.
