The Championship side have been found guilty of "breaching profitability and sustainability" FFP rules over the last three seasons.
Garry Monk's men had sat 13th in the table with a reported 12-point deduction looming and although that looks set to be reduced to nine, they still slide down the table.
An independent disciplinary commission met earlier this week to settle the case and have handed the nine-point deduction, reports the Birmingham Mail.
Birmingham will return to action after the international break in 19th, just five points above the relegation zone.

The Blues accounts for the year ending in June 2018 detailed the extent of the club's financial problems, recording losses of £37.5m over three years.

Birmingham were also sanctioned with a transfer embargo last season but signed Kristian Pedersen, with the EFL ruling it was an "aggravated breach".
