Voters would be right to conclude that they were hoodwinked by Boris Johnson at the last election.
Like a cheap snake oil salesman the PM made a string of promises to get elected which it is now clear he is either unable to deliver or had no intention of doing so in the first place.
His pledge to extend HS2 from Birmingham to Leeds has hit the buffers and his vow that nobody would have to sell their home to pay for social care has crumbled.
Now his signature manifesto pledge to build 40 new hospitals by 2030 has been branded “unachievable” by a Government watchdog.
The Infrastructure and Projects Authority has given the projects a red rating, meaning they will not be built on time or within budget.
It was always a giant confidence trick. Half of the hospital schemes were not new buildings but refurbishments of existing sites.
Four have yet to get planning approval.
The Prime Minister owes an apology to those who put their faith in him. His actions corrode trust in politics and fail the very people whose lives he promised to improve.

On his watch deforestation of the Amazon is at its highest level since 2006 – not just an environmental tragedy, but a global disaster.
