The answer is "after", surprise, surprise. I'm told it's presently scheduled for Thursday morning at a north London location I'm far too well-behaved to reveal here (or anywhere else).
Both time and place may be subject to change, but Boris might as well stick to Plan A. This is one bit of bad news he'll have trouble burying anywhere at any hour.
