Emergency services will implement a triaging model for mental health crises in response to a devastating mass stabbing attack that left six people dead.
Joel Cauchi, 40, armed himself with a hunting knife and was experiencing symptoms of psychosis when he went on a killing spree at Westfield Bondi Junction, in Sydney's east, on April 13, 2024.
Coroner Teresa O'Sullivan released findings in February, highlighting numerous shortfalls leading up to the attack and making 23 recommendations.
All 13 recommendations directed at the NSW government have been accepted, including plans to introduce a health-led response model for mental health emergencies.
Under the health-led model, people who call triple zero during a mental health crisis would be connected with mental health clinicians who will assess their needs, provide immediate assistance and connect them with further support.
It is also designed so clinicians and police officers attend crisis events together.
The government had previously dedicated $270 million to its roll-out.
Two of the recommendations, including providing specialised accommodation for people experiencing mental health issues and homelessness, were accepted in-principle, with alternate approaches taken.
Investing in housing support programs across NSW was the appropriate step because it delivered for the long term, Mental Health Minister Rose Jackson said.
"This is going one step further and saying we need to provide support for people with complex mental illness to stay stable in housing ... those are models we're investing in," she told reporters on Wednesday.
The government announced it would implement the 10-second triage rapid screening tool recommended by Ms O'Sullivan and used by emergency services in the UK.
The tool is designed to be used during major incidents and allows responders to quickly triage patients based on whether they are walking, talking and breathing.
Ms Jackson denied the attack suggested the NSW mental health system was broken, but accepted more needed to be done to ensure outreach teams connected with vulnerable people who were struggling to access services.
Other accepted recommendations included reforms to knife scanning laws following a statutory review of police wanding powers, which will apply in crowded places where there is a heightened risk.
Opposition Leader Kellie Sloane said the coalition would introduce a bill to expand wanding powers.
"There shouldn't be time or geographical restrictions on when police can use a great resource that they need, and that is wanding powers," Ms Sloane said.
The government will also promote an "escape, hide, tell" public safety campaign, an active shooter emergency response protocol recommended by counter-terrorism authorities.
Better connectivity between emergency services was also a key recommendation.
A lack of radio communication between police and ambulance control rooms and delays in triaging injured patients were criticised in the coroner's report.
"The events at Bondi Junction were deeply traumatic for many people, including patients, families, paramedics, doctors, nurses and other frontline health workers who responded on that day," Health Minister Ryan Park said.
The coroner praised the subsequent actions of police and NSW Ambulance in heeding and implementing lessons from the attack "seamlessly" at the Bondi Beach mass shooting in December 2025.
