Boathouse pub in Portobello may lose beer terrace as planners give it thumbs-down

A pub on Portobello's beachfront may have to give up its outdoor beer terrace after planning officials gave it the thumbs-down.

The Boathouse, at the western end of the beach near King's Road, had submitted a retrospective planning application for the conservatory around the beer garden.

The application is due to be considered at Edinburgh council's Development Management Committee this week, but planning officials have recommended the application be refused.

A report to councillors says the timber design of the terrace does not fit in with the area and there have been noise complaints.

 

The pub's managers say losing the terrace would threaten the viability of their business and they hope individual councillors will grant the application against  the official recommendation.

Another long-established Portobello beachfront pub, the Dalriada, could disappear and become a house or flats as owners plan to sell up.

The Boathouse posted on Facebook saying: "We are putting out trust in the wisdom and common sense of the individual Councillors who sit on the sub-committee in the hope that they will see fit to overturn that recommendation...

"It's not exaggerating to say that the viability of the business depends very much on the terrace continuing to operate. It's a seasonal business and we need to make hay while the sun shines, while continuing to be a good neighbour.

"The irony is, of course, that if we had to remove the covered terrace then we would be left with an open-air beer garden and we would inevitably have many more complaints of noise and disturbance as a result."

A report going before councillors says: "This is not characteristic of the area nor in keeping with the appearance and character of the existing building, which has been diminished by the works.

"The garden structure has been constructed using a timber frame, horizontal timber planks and uses perspex panels as glazing.

"This material palette results in a poor quality finish that appears temporary in appearance and has a negative effect on the character of the area."

It adds: "Representations have raised concern with regards to noise disturbance as a result of the development. The raised floor area has a roof, but the sides have been designed to be open, providing little mitigation in terms of noise impacts."

There were also objections to wooden plants being placed along the boundary of the site and an enforcement investigation is under way.

However the officers note the terrace "has created a new sense of place and attractive place for people to visit."

One submission said the council should clean up the area and deal with litter from neighbouring caravans, but this was said to be "not relevant to this application."

The issue is due to be considered at a council meeting on Wednesday.
