The Lancashire Telegraph has redefined the aims of its Wasted Lives campaign, an initiative to cut the death toll among young drivers that was launched in April this year. Now, among its 12 proposals, the paper is calling for the raising of the minimum driving age to 18, the introduction of a two-part driving test and the immediate loss of a driving licence for under 25s caught speeding by more than 10mph over the limit for the first three years after passing their test.
