The controversial concrete floor is set to go in to the Newcastle Ocean Baths in about two months as works progress on the $14.5 million upgrade.
Concrete trucks have been at the site recently installing a binding layer which will sit beneath the new floor.
Installation of the binding layer began on April 6 and is about half way complete. The concrete floor is be laid from the end of June and take eight weeks to complete.
The decision to top the pool's rock shelf with concrete as part of the redevelopment has been unpopular with some baths users, who fear the natural sand deposit on the floor could be jeopardised as a result.
Council has assured that the sand bottom will be retained and that capping the pool floor with concrete will allow for improved cleaning, water quality and safety. The floor is also being raised in line with the pool deck to address rising sea levels.
The next stage of the upgrade will focus on the pavilion and surrounding areas. It is expected to go out to community consultation later this year.
