Aston Villa are among the clubs battling plans to allow five subs in Premier League matches next season.
Top-flight clubs are set to vote Thursday on whether to extend the temporary rule change which increased the number of subs by two for Project Restart.
Villa boss Dean Smith was an outspoken critic claiming it favoured the bigger clubs who possess more strength in depth.
Those who want to extend it include Chelsea but they require 14 clubs to vote in favour at today's Premier League’s annual general meeting.
The initial rule change, which saw the number of players on the bench raised from seven to nine, was brought in by Fifa to protect against the increased risk of injury due to player fatigue in a packed finale of fixtures.
The decision to carry it over to next season has been left to individual competitions, with Uefa having already confirmed it will move back to three substitutes for next year’s Champions and Europa Leagues.
Villa were one of just four clubs to vote against increasing the number of substitutes when it was first brought to the table in May.
Smith subsequently pointed to the rule change as a factor in defeats to Chelsea and Liverpool before his side survived on the final day.
Meanwhile, Villa boss Smith is expected to step up his long-standing interest winger Said Benrahma,24, after his old club Brentford missed out promotion in the play-off final.
Villa were interested in the Algerian winger last summer after they were promoted but baulked at his price.
Villa have fresh funds this summer after beating the drop and want to bring in a new winger.
Ex-Bees boss Smith said: “We were fortunate enough to see young Benrahma in the French second division on-loan from Nice.
"Really liked what I saw - he's got everything. It takes a while sometimes for people to adapt to a new country, but I was confident he'd make an impact."
Smith signed Benrahma in July 2018 for Brentford for under £3 million and he has since contributed 27 goals and 22 assists at over the last two seasons at Griffin Park.
