I can only make a wildly hypothetical guess as to the reason. Perhaps the news about a computer glitch that almost caused several traffic lights to fail in Barcelona didn't arrive in time, and after some tough editorial argument, it was given priority over an in-depth study of the high price of back-up tapes in Bogota.
