Arsenal and Chelsea propose Premier League rule change that would impact all 20 clubs

The Premier League’s top clubs have launched a new plan to have five substitutions in the coming season.

Arsenal, Chelsea, Manchester City and Manchester United have reportedly joined forces to table a request to allow five replacements again.

The Sun report that the topic is on the agenda for a Premier League Zoom conference to be held on Friday, with the leading clubs feeling there is enough support to raise the issue.

Leagues have been given the choice over whether to use five subs this season or not, with the International Football Association Board allowing divisions to make their own decision on the issue following the coronavirus shutdown.

When the Premier League resumed last season following the shutdown, clubs were permitted to make five substitutions as long as they were done in three goes in order to not encourage time wasting.

This was introduced as a way to alleviate the possibility of injuries in a hectic fixture list.

At the end of the campaign, Premier League clubs voted against retaining the idea for the upcoming season, with some arguing that the rule benefited wealthier clubs with bigger squad depth.

Yet there is a belief among the top clubs that supported keeping the rule that some other sides have changed their minds over whether five subs should be allowed or not.

It risks causing a division among Premier League clubs due to the fact that the rule has already been voted down once.

There is an argument that the five subs rule favours bigger clubs too much due to the fact their squad depth means they can bring better players into the game than other clubs.
