Armed police and a negotiator closed off a road in Briton Ferry at around 12.20pm on Tuesday, January 21.
South Wales Police attended an address in Ritson Street near Neath and a man in his 20s has since been arrested and remains in police custody.
Ritson Street and the surrounding area were blocked by a heavy police presence during the incident when the occupant allegedly refused to cooperate.


A number of onlookers witnessed the incident and neighbours said that there were a number of police vehicles in the area.
One resident who did not wish to be named said: "It happened at around 11am this morning and then there were about five police cars all around the road."
Another neighbour said: "I had a phone call to come outside and there were armed police everywhere. All the roads around Ritson Street are blocked off."

Neath Port Talbot councillor John Warman was also passing by while the incident was going on and said: "There were a lot of police there, armed police and vans. I saw the police speaking to one man and there was traffic around Briton Ferry because some of the roads were blocked off."
Ritson Street reopened around 1.45pm.
A spokesperson for South Wales Police said: " South Wales Police attended an address on Ritson Street, Briton Ferry, at around 12.20pm today to conduct arrest enquiries."
"Armed officers and a negotiator were deployed in support of divisional units after the occupant refused to engage. A man in his 20s has since been arrested and is in police custody."
"The road was closed for a short time while the matter was safely resolved."
