Are you allowed to move house during lockdown and is it different for buyers or renters?

The lockdown mantra of 'stay home, save lives' is one that is now ingrained in the minds of the UK population, with just a few exceptions dictating when we are allowed out.

However, there are still some grey areas that have caused confusion - including the rules on homeowners and tenants moving into a new property.

While the market has undoubtedly slowed down, new listings are still being added daily to property sites.

Many rental prices in Bristol have been slashed to entice new tenants, and landlords are also introducing video viewings rather than showing people around face-to-face.

But even if tenants are able to virtually view a property and sign the contract digitally, they must still question if their move is 'essential travel' and if they will be able to adhere to social distancing if coming into contact with anyone else during the move.

Official government advice does not explicitly ban moves, but states: "Where possible we are encouraging [residents] to delay their move, but a small number of moves may need to go ahead.

"We would urge everyone to take all sensible precautions to ensure the move can happen safely.

"There is no need to pull out of transactions, but we all need to ensure we are following guidance to stay at home and away from others at all times, including the specific measures for those who are presenting symptoms, self-isolating or shielding.

"Where the property being moved into is vacant, then you can continue with this transaction although you should follow the guidance in this document on home removals.

"Where the property is currently occupied, we encourage all parties to do all they can to amicably agree alternative dates to move."

Police have been given powers to fine people who break the lockdown rules, and more than 60 have already been issued in the Avon and Somerset Constabulary area.

However, advice from the Ministry of Housing, Communities & Local Government clarifies: "In the new emergency enforcement powers that the police have been given to respond to coronavirus, there is an exemption for critical home moves, in the event that a new date is unable to be agreed."

The advice clearly adds that anyone trying to sell their home should not allow potential buyers to visit during the lockdown period.

Estate agents and letting agents are still allowed to progress with sales if they are working from home.

Removal firms can also continue operating but only for people 'who have already committed to moving home', the government has advised.

The bottom line for people looking to move is that, if it is possible for them to delay, they should.
