Appeal launched after 24 hour drive-thru Starbucks and McDonald's plans in Bradley Stoke rejected

A developer is appealing a local authority decision to refuse permission for two 24-hour drive-thrus in Bradley Stoke.

Councillors feared plans for a McDonald’s and a Starbucks at the Willow Brook Centre would lead to increases in noise, litter and traffic problems, and rejected the application in March.

But developer Brookmaker Limited Partnership has lodged an appeal against the decision by South Gloucestershire Council’s spatial planning committee.

Brookmaker has requested that the appeal is determined by way of a hearing given the level of public opposition to the proposed drive-thrus.

Some 146 letters of objection from local residents were received by the council.

An appeal would also enable the planning inspector to question all parties to “test the evidence” and clarify matters, Brookmaker’s agent states in the appeal application form.

“There are technical matters relating to noise levels and odour treatment that may require to be tested, given the council’s dispute about these issues and the lack of competing evidence thus far submitted to support the council’s position,” the form states.

A date for the appeal hearing has not yet been set.

Brookmaker's plans for the two 24-hour drive-thrus were thrown out by a development management committee in February.

They were subsequently rejected by the higher level spatial planning committee in March, despite the developer agreeing to reduced opening hours and other conditions in a bid to overcome councillors’ objections.
