The Australian Olympic Committee is still planning to send the largest team since Sydney to Tokyo despite the global COVID-19 pandemic.
Rubbishing a report that the Japanese government was set to pull the pin on the Games, which are due to start July 23, Carroll reassured athletes of the AOC's commitment to the event.
"We're working hard here at the AOC to send the team to Tokyo - our largest since 2000," Carroll said on Friday.
"With the athletes and the support staff - the coaches, and medical - about 1000 Australians will go to Tokyo."
Carroll warned the event would be scaled back from the usual pomp and ceremony, and there was no decision on whether crowds would be present.
Australian athletes will arrive in Tokyo no more than five days before their event and leave within 48 hours of its completion.
"The athletes will stay in the village, go to training venues, competition venues and go back to the village so it's a very, very different Games," he said.
"This is very much an athlete and competition-centred Games.
"It will be a very simple Games ... no real difference to what's happened here in Australia with our competitions."
He said the AOC was working with member sports and international federations to modify qualification competitions and requirements to ensure a "level playing field".
