Angus Kinnear says there has been tension between the Premier League and the FA over post-Brexit transfer rules.
A new work permit system has been introduced for any player being signed from Europe, with clubs banned from signing under-18 players from overseas.
The new system caused West Brom manager Sam Allardyce to claim in January that his side had missed out on some transfers, yet Leeds United CEO Kinnear is confident that there will be a minimal impact for the Whites.
Talking to the club's official podcast, Kinnear detailed friction between the FA and clubs over the rules and said that some of the Whites' summer signings would not have been allowed under the current restrictions.
Yet he revealed that the Premier League and the FA are working towards a compromise.
He said: "The Brexit rules are still not 100 per cent clear.
"There's a Premier League strategy which is called Post-Brexit Access to Talent, which is 'how do we ensure we have the same access to the European market that we had historically?'
"They're working with the government and, so far, we haven't been adversely affected, but there was a risk at one stage that, even with the players we signed this summer wouldn't have been eligible under the new rules.
"I think everyone is now starting to see sense. There's been a bit of tension between the English FA and their desire to develop strong English players and our view and the clubs' view, which is that the best way to develop a strong national team is to have the best of the best playing in the Premier League.
"To have the best English players playing against the best foreign players. I think that view is probably in the ascendancy.
"It's a challenge but I think it's one that football as a whole will manage."
