Alan Shearer's Liverpool and Man City comments will fire up Arsenal, Chelsea and Tottenham

Alan Shearer believes Liverpool and Manchester City are most likely to win the Premier League and Manchester United are unlikely to be in contention.

The Newcastle legend also ruled out title challenges from Chelsea, Tottenham, and Arsenal, but says there will be an 'exciting' race for the top four this season.

The London clubs have enjoyed productive transfer windows, all of which should help them improve on their showings last season.

Frank Lampard's side spent more than £220 million signing players such as midfielder Kai Havertz, forward Timo Werner, left-back Ben Chilwell, winger Hakim Ziyech, and goalkeeper Edouard Mendy, among others.

What is Project Big Picture?

Jose Mourinho's side had a summer transfer window to remember after signing the likes of Gareth Bale on a season-long loan and left-back Sergio Reguilon, both from Real Madrid, and landed forward Carlos Vinicius on loan.

And Arsenal brought in defensive midfielder Thomas Partey from Atletico Madrid, Willian on a free from Chelsea, and centre-back Gabriel from Lille too.

While City strengthened their side through centre-backs Ruben Dias and Nathan Ake, and winger Ferran Torres, and Liverpool signed Wolves winger Diogo Jota and Bayern Munich midfielder Thiago - United have had a very disappointing transfer window under manager Ole Gunnar Solskjaer.

Speaking to The Athletic, Shearer offered his thoughts on United and the title race.

"I wasn’t expecting them [Manchester United] to challenge for the title anyway," Shearer said.

"I thought they would challenge for a top-four spot, but at the moment they look as if they’re going backwards.

"As I sit here, I don’t see anyone other than Liverpool or Man City for the title.

"What I do see as an exciting race this season is the battle for the top four. I think it will be more intense than ever."
