Alan Shearer has described the decision not to award Watford a penalty as 'embarrassing'.
Tottenham salvaged a 1-1 draw with the Hornets after Dele Alli cancelled out Abdoulaye Doucoure's early finish in North London.
The visitors could quite easily have picked up the three points when Gerard Deulofeu was played into the penalty area only to be brought down by Jan Vertonghen.
It appeared to be a clear penalty, however VAR ruled that no offence had taken place.
Speaking on Match Of The Day, the Newcastle United legend said that it was as clear a penalty as you're likely to see.
Shearer said:"This I think is embarrassing.
"He takes two or three swipes at Deulofeu. That should be a definite penalty. After nine weeks in the Premier League we all want VAR to work but it's not being used correctly.
"I cannot understand why on earth they (the referees) refuse to go to the referee review area. What is the point of having pitchside monitors if the referees are never going to use them? What is the point?
"We have not seen a referee go to a pitchside monitor once all season in any game."
