AIIMS to allow empanelled contractors from other PSUs to bid for its engineering works

NEW DELHI: In a bid to increase competition and transparency in the engineering contracts awarded by it, All India Institute of Medical Sciences'(AIIMS) administration has decided to allow contractors empanelled with MES, railways, and other central PSUs to participate in the tender process. Till now, only contractors registered with CPWD were awarded works at the institute.

In an office memorandum issued by the director of the institute, stated that he has been informed by nursing officers, who have been allowed accommodation in Ayur Vigyan Nagar Campus that their renovation of their house is pending for more than a year. On preliminary enquiry, it was found that the tenders for the said campus have not been finalized due to lack of competition and complaints. Accordingly it is desired that tenders for all pending works in AV Nagar shall be expeditiously finalised within the next one month and the work shall be completed before July 2023.

User certification, recorded by respective junior engineers after the completion of work, would be made mandatory before making final payments to the contractors. The users shall objectively provide feedback on the quality of work done and shall not ask for items beyond standard entitlement /contract terms and conditions.

Not only this, to increase the trust level among prospective bidders, the engineering contracting system shall be modified in a manner that one team of engineers prepares the estimates and finalises the tender while the other team of engineers monitor the execution of the contract and makes payment as due to the contractors in a timely manner. This will ensure dual check and double vigilance in the system.

Media cell incharge Dr Rima Dada said that information of all tenders floated by ESD shall also be published on AIIMS website. She added that this step will ensure transparency, better quality work and accountability.
