A rugby 'conversion'

Higashiosaka municipal government employees work in rugby shirts at their office on Tuesday, the first day of the "Cool Biz" campaign at ministries, agencies and companies. The campaign encourages people to put on lighter clothes to save energy. Located in Osaka Prefecture, Higashiosaka is one of the host cities of the 2019 Rugby World Cup. The municipal government's practice of wearing rugby shirts during the campaign started in 2010 when the city launched its bid to become a host city.
