KOLKATA: Traffic ACPs across the city have started summoning two-wheeler riders for hearings that will determine the temporary suspension of their licences. Around 800 bikers have already been summoned.
The cops are seeking an explanation from the violators as to why their licences would not be suspended for three months for triple-riding and not wearing helmets. “We are giving the violators to defend themselves. This is the standard procedure adopted for even drink and dangerous driving,” explained a senior officer.
This is the first time in the city that the process to suspend licences temporarily has begun for disobeying basic rules under the new amended laws. Most traffic guards though stated that several of the violators summoned on Monday had skipped the hearing citing the Covid clause. “Several of them stated that they would attend the hearings only after the Covid situation improves further,” said an officer.
On Saturday and Sunday, cops prosecuted 289 bikers for triple riding (MV Act 128) and 547 (MV Act 129) for not wearing helmets. The amended law states that a fine of Rs 1,000 will be levied and the licence will be suspended for the next three months.
A few sergeants said they werre waiting to ascertain if the format of summoning will remain the same as before (citing Supreme Court order) or a new one has to be drafted (following the amended MV Act). Lalbazar has asked all senior cops to offer a couple of chances (up to three notices) for the accused to present themselves before the cops after which a decision will be passed citing non-compliance of order. DC (Traffic) Arijit Sinha said they had developed a robust mechanism to keep track of violators.
Police sources said special raids were carried at important crossings like Rajabazar, Girish Park and Park Circus. Maximum violations were reported from East guard, Park Circus guard, Sealdah guard and Headquarter guard.
