A bid to 'build a new hospital for Bolton' is set to be submitted next month as part of a £500m plan to replace Victorian buildings.
A strategic review has been finalised into creating a new building for maternity, neonatal, gynaecology and breast services, which will cost £250m.
It is set to be sent to government in the next few weeks.

Fiona Noden, the chief executive of Bolton NHS Foundation Trust told a Bolton Council meeting that a second bid, for a similar amount was also being prepared to 'redevelop the rest of the hospital'.
Many of the current buildings on the site date back to 1861 when a workhouse and other hospital settings were created.
Ms Noden told the members of the health and adult social care scrutiny committee that she was 'on mission to get a new hospital built for Bolton'.
She said: "We've done the very best we can at the Royal Bolton site to make sure our estates are fit for purpose.
"But we have just approved a strategic outline case to develop a new hospital.
"The proposal has been worked up. and many of our patients have been part of that strategic outline case.
"The bid is due to be submitted in September.
"The initial ask is for £250m to redevelop the maternity unit and neo-natal unit and women's health services.
"We are a regional neo-natal unit and we are the birth centre for Bolton, Salford, Wigan and Bury.
"Secondary to that there is another bid we are working on which is to redevelop the rest of the organisation.
"This will be for another £250m to develop the Royal Bolton site into a fit for purpose organisation to be able to deliver 21st century healthcare.
"We've had lots of interest in it.
"I've done everything I possibly can to ensure that we are on the map around what is required in Bolton.
"We are doing everything to get money invested in Bolton.
"We need to make sure our patients are comfortable when in hospital or accessing treatment.
"I'm on a mission to get a new hospital built for Bolton."
Bolton NHS Foundation Trust's website gives more details of the bid for redevelopment.
It states: "The Victorians did us proud.
"The workhouse and other hospital buildings they created in 1861 have stood the test of time and are still being used by some departments and wards.
"But Victorian needs are no longer ours, while we are still able to provide safe and effective care, this hospital isn’t fit to last another generation.
"We want a new hospital.
"Our population and their health needs in Bolton is growing, getting older and has more complex needs
"Health services need to be more integrated and delivered more according to patient need, closer to home or in a way that makes a visit more comfortable
"The estate is in need of significant repair, modernisation and upgrade.
"The bid will bring our services together in a way that lets us develop and deliver even more exceptional care."
