EARLIER: Victoria has recorded 428 new cases of COVID-19, bringing the total number of cases to 5165.
Victorian Premier Daniel Andrews said 57 of the new cases were from known sources, one was in quarantine and 370 were under investigation.
There have been three further deaths bringing the total lives lost to 32. A man in his 80s, a man in his 70s and a woman in her 80s have sadly passed away.
Victoria has conducted more than one millions virus tests, and Mr Andrews appealed to anyone with even mild symptoms to come forward to be tested.
Earlier, Gladys Berejiklian announced further restrictions across NSW.
"Complacency will cost lives," the NSW Premier said.
NSW recorded eight new cases of coronavirus in NSW over the last 24 hours.
She said only 100 people could attend funerals and places of worship, while 150 people could attend weddings though mingling and dancing were prohibited.
She said the four-square metre rule applied so depending on the space fewer people might be allowed.
Ms Berejiklian said Dr Kerry Chant had recommended 10 visitors per house was a good number, but said 20 people would still be allowed for now.
She said restaurants and cafes now have to abide by the same rules as pubs with no group bookings of more than 10 people were allowed.
Yesterday's 317 new COVID-19 cases were recorded in Victoria.
Metropolitan Melbourne and Mitchell Shire have been in stage three lockdown for a week, and are expected to remain under those conditions until August 19.
Considering the virus had an average incubation period of five to six days, Chief Health Officer Brett Sutton said case numbers should begin to plateau soon.
Two men in their 80s succumbed to the disease on Wednesday, bringing the total number of deaths in Victoria to 29 and the national toll to 113.
Despite the concerning numbers, Premier Daniel Andrews argued it was "way too early" to move to tighter restrictions, asking Victorians for compliance during the six-week stage three lockdown.
About 160 outbreaks are being monitored across the state, including 27 at aged care facilities.
Police have conducted 3284 spot checks on homes, businesses and public places in the past 24 hours, with 65 people fined for breaching restrictions.
